A COPD exacerbation commonly qualifies for a skilled Part A stay. The skilled work is the daily respiratory assessment against the ordered oxygen parameters, the administration of nebulized treatments and a steroid taper, the recognition of a recurring exacerbation, and — critically for preventing readmission — inhaler technique and symptom-action-plan teaching to competence.

This overlay proves, for each billed day, that skilled respiratory observation, a covered procedure, teaching, or management was reasonable, necessary, needed daily, and available only in a SNF under Pub. 100-02 Chapter 8. Use it with the Respiratory reference, which supplies the base respiratory exam and tracheostomy/suctioning content.
