Respiratory conditions generate more skilled SNF days than any other system: post-pneumonia recovery, respiratory failure and post-ventilator weaning, oxygen dependence, tracheostomy care, and COPD-exacerbation recovery are all common qualifying Part A stays. Each requires skilled nursing that a layperson cannot provide — titrating oxygen within ordered parameters, suctioning and airway assessment, and, above all, the skilled observation that distinguishes a resolving course from early re-deterioration.
The purpose of this module is to prove, for each billed day, that skilled respiratory observation, a covered procedure, teaching, or management of the plan was reasonable, necessary, needed daily, and available only in a SNF on an inpatient basis under Pub. 100-02 Chapter 8. The respiratory exam is the same as in home care; the coverage spine is re-pointed to the SNF.
