Functional status drives both care and payment: MDS Section GG is the basis of the PDPM function score and a Quality Reporting Program measure, and the facility must ensure a resident’s ADL abilities do not decline unless unavoidable and that dependent residents receive the care they need (F676/F677).

The documentation must capture usual functional performance accurately across shifts and disciplines, and distinguish a coding observation (Section GG capture) from a skilled service (assessing and managing a functional change).
